So where I work I am switching units every few mins as from web to packaging to print. In illustrator 2017 could go up to the rulers Select my unit and it would change in everywhere in the panels. Now in AI 2018 that does not work anymore. I change the units by using rulers with a right click and nun of the panels change to match the units. that new properties panel just stays in the older unit.

The control Panel is still there in CC 2018. It just isn't open by default mainly because of the introduction of the Properties Panel which incorporates many of the Control Panel's features plus many others. If, like me, you're more comfortable with the Control Panel you can find it under the Windows Menu and create a new Workspace which will have it open whenever you launch the program.

Thanks Bill!
That does help a lot. I would use the new Properties Panel if the units updated real time like the old control panels.

Window menu > Control will bring back control panel even in the essential classic workspace. Please do add things you miss on the properties panel here : https://illustrator.uservoice.com/

It's working the way you want here.
You may have to do a preferences reset...again, perhaps.
