I want to duplicate artwork across 5 different size artboard - how to "record artboard navigation"

I want to duplicate artwork across 5 different size artboards. I usually do it manually by copying and pasting and then using the scale option. However, I want to be able to automate this process using Action but the problem is that the action panel does not "record artboard navigation" and there isn't a navigation option in the menu to be able to "Insert Menu item"

Have you tried to record the navigation through the artboards palette, not the tool? This may be a usable workaround. Otherwise perhaps soemthing that can only be handled with a script...
