Each icc profile you select sets a specific value for cmyk
For example, we use the color code A03C3C in illustrator
If you enter the same color code on the color adobe site, we will get another value for CMYK
As well as google site color picker
I noticed cmyk numbers adobe color site and google sites that offer color conversion use a special formula
This formula is available on website www.rapidtables.com
And it fully explains what this formula is like
These numbers are not the same as any of the icc profiles in photoshop or illustrator
Many questions arise for me here

So why do websites offer cmyk values ???
And what use can these values have?
Do these websites only do symbolic work?

No these websites (and the Adobe Color website) use very simple formulas to convert from RGB to CMYK.
The CMYK inks are theorethical inks that don't exist in the real world.
If you want to use Adobe Color, use it inside Illustrator, there it has access to your color settings and give you a color managed conversion.
