Starting with Illustrator 28.4, the object hierarchy is not preserved when saving and re-opening an SVG file. Many groups are created for no apparent reason.
Example, before save:

After another save and re-open:
This makes Illustrator completely impractical for editing SVG files. I will have to stay at 28.3 until this error is fixed.

Illustrator translates SVG to its own document structure, which is simply different than the SVG standard. Which makes SVG an unsuitable file format for your workfile. Just don't do it.
As long as you are still working on a file, save as AI, Illustrator's native file format. When done, export the SVG and never open that again in Illustrator.

Our application requires that the object hierarchy is accurately exported to SVG.

To check the exported SVG, open it in Inkscape, not in Illustrator. SVG is Inkscape's native file format.
