To start, please try resetting the Illustrator preferences and then test if the issue still occurs. Here's how to do that:
Note: make sure to backup the preferences before resetting it.
If the issue still persists after resetting preferences, please try the steps below:
1. Close all Adobe applications.
2. Navigate to the following location and rename the 'UXP' folder to 'UXP.old':
Windows: C:\Program Files\Common Files\Adobe\UXP
3. Relaunch Illustrator and check if the Save As window works correctly.
Let us know if this resolves the issue or if you notice anything different.

Could you please confirm if this issue is happening only with this specific file or with all your Illustrator files? Also, try creating a new document and then saving it to see if the problem persists there.

It happen with all illustrator files, create new files also cant save as.
I try to identify the problem and I think it's might be the syncing problem as this one https://helpx.adobe.com/creative-cloud/kb/restart-cloud-syncing.html
This screenshot is when i try to open my files from cloud, also cannot.
I already try uninstall and reinstall but notthing work.

Apologies for the delay in getting back to you. Could you please confirm if the issue is still occurring or if it was resolved after trying the steps in the link you shared earlier?
If the problem persists, I recommend signing out of the Creative Cloud desktop app and signing back in. Please make sure you're using the correct Adobe account when doing so.
If possible, could you also share a short screen recording showing the full process, from opening the file to when the Save As screen goes blank? That would really help us understand the issue better.
Additionally, it would be great if you could try opening and saving a file in another Creative Cloud app like InDesign, just to check if the same issue occurs there too.
