Illustrator cs4 window turns into window mode when file opened

For instance Illustrator UI is in this state:

then if we'll open file from windows desktop (not from the illustrator file open dialog),
then the Illustrator window turns into this mode:

Is it possible to remain the window allways in the first state?

If this is Windows 10 I would be happy if Illustrator CS4 launches at all.
