Illustrator effect HELP

If anyone knows how to do this effect on the 'S' please could you explain or guide me to a tutorial?

I have searched around but can't seem to find one.

It could also be done as a live effect for single letters.

If that's what you want.

To do it destructively, I would type the S and convert it to outlines. Then I'd, then use a blend between 2 lines, expanded and made into a Compound Path, to cut the stripes using Pathfinder Minus Front.
