Illustrator failure with Transform tool

Hello

I have a problem with Illustrator 2.021 / 25.0

The Trtansform tool is working crazy. It is not keeping the proportions. The width - high boxes are checked, linked, however if I put a certain value for width and press enter the high value will be different value. This is not the first time when Illustrator is making this, a couple of years ago it did it too, the same. However that time I uninstalled it, re-install it after and it worked. Now this is not possible. I re-installed it now and is doing the same bad values. If I put 6 px high for a dot/circle it will produce a dot with 6px high X 5px width. I checked all the options and preferences, the Transform palette has both boxes checked and noting.

What do you think?

Have you tried resetting preferences settings?

Hi Mohammad. Yes, all checked. It is crazy, it does not produce the value I am writing in the Transform w/h boxes. It's always lower. I tried to creat an Action script, writing manually, separated values for each box and it does not what I am indicating, it's always a different value. Usualy lower, some -decimals of a pixel

Does that happen to every measurement unit ?

What is the main unit you are using in the document? 
if yo create a CMYK print document and you put the value in CM or mm , are you getting the same wrong result ?  What about web document with px unit ?
