Illustrator flickering when hovering over a tool

My illustrator is acting really strange, any time I hover over a tool my entire screen turns black twice until the tool preview shows up, it does it again when I stop hovering over the tool. This is more then just illustrator, the entire computer display flickers when it happens.

Here are my specs:

OS: Windows 11 Home
CPU: AMD Ryzen 5 5600X 6-Core Processor 3.70 GHz
GPU: NVIDIA GeForce RTX 3060 Ti

RAM: 16.0 GB
Drives: (C): SSD 193.5/224 (D): SSD 536/932 (E): SSD 24.4/112

i fixed it by going to edit-preferences-general-and uncheck "Show Tool Tips"

We understand that encountering technical issues can be frustrating. Would you mind performing a clean reinstallation of the GPU drivers (Intel / NVIDIA / AMD) and setting the Graphics Preference to High-Performance for Illustrator (https://adobe.ly/3UTv47a) and checking if it helps?
