Illustrator forgot how to count artboards

This is a weird bug; it's like Illustrator forgot how to count, or doesn't like the numbers 2 and 4.  If I tell it to save artboard 2 then it works properly, but with new or old files the numbering on the artboards always is showing two of number 3 and two of number 5.
