Illustrator Keyboard Shortcuts some working some not working

Recently have noticed some keyboard short cuts in the 'Illustrator Defaults' setting is not working. For example, CNTRL + 3 and CNTRL + 2 (Show/Hide and Lock/Unlock) among others. When I manually go to the menu command they all work, but again,  not the key shortcut commands. I also have noticed the same issue when using my custom Keyboard shortcut setting which I have had for several years now: Stray Paths (assigned CNTRL + 1), Select All (assigned CNTRL + 2), Outline/Preview mode (assigned CNTRL + 3) don't work but the 'Close' command DOES WORK which I have assigned CNTRL + 4 on my Custom Keyboard shortcut settings. I have verified my CNTRL button is working on my keyboard. What is going on?

Also, I have noticed I can't alter my art board measurements to different units from one document to the next. I would like to work in inches for my artboard but if I want to edit an existing file thats set up for pixels I can't change the units to inches. Please help.

Windows 10-64 bit operating system.

    The language setting is English (Canada), US Keyboard. Do you think it has something to do with that? I haven't changed the language setting ever since purchasing my CC subscription. Thanks again for your help


    It's been in the German system or version that it didn't work for some people.

    Sorry, but that was my last idea. Hope someone has some more ideas.

    As for the units: right click in the ruler to set a unit.

    As for the shortcuts: is there anything special about your keyboard? Any system extensions that patch some sort of input? Do you use the Numpad? What happens if you just open the keyboard shortcuts settings and re-assign the keys?

    Which version of Illustrator is this? The current one?

    Answers to your questions below:

    I have had the same keyboard for several years and no extensions have been added.

    Do you use the Numpad?

    I tried your suggestion of using the CNTRL + numbers on the Numpad instead of the regular ones on the keyboard above the letters. It worked! But I don't know why the regular numbers above the letter keys no longer work? Do you know why that might be happening?

    What happens if you just open the keyboard shortcuts settings and re-assign the keys?

    I have tried that and I get the same result. Still doesn't work but if I use the CNTRL + Numpad numbers it does work. So odd.

    Which version of Illustrator is this? The current one?

    Just checked my Creative Cloud control panel to verify yes, using the most current version of Illustrator subscription.

    It's strange.

    This has been an issue in older versions, but I don't remember anyone reporting it for the current one.

    What's your language setting of the system and Illustrator?
