Illustrator - Layers Menu is empty

This must be a handling issue. Why is the layers menu on the right completely empty and I cannot create or view layers in illustrator?

It was not a handling issue but a bug. Found a solution:

Glad you found a solution, but nowhere in the answer does it say there was a bug, the solution was just an elaborate way to reset the prefs, something built in to the lastest versions of Illustrator...
