Illustrator new blank document can't work

I just installed illustrator 2025 but the new file can't work the taps like saved, printed, web all are empty and can't open any illustrator files in the program or import any photo 

_I try the lagecy file in preference and not work

_also try uxp to uxp.old and failed

_I install illustrator 2022 and the same problem in it

before installing there was an error "read-write" but I can fix it and install the program and it was because I install illustrator portable

What was the exact error?

Try restarting your computer and installing Illustrator again. If you get an error, please take and post here screenshot(s) of error(s).

Adobe Illustrator requires the preference folder permission to be 'Read-Write'.

That was the error I think it was because I install illustrator portal that have a bug

What should I do new document now don't respond and I'm stuck
