I'm creating vector images in Illustrator 28.5 on a Mac mini running 13.4.1 (22F82) printing on an EPSON P700.
My images are printing larger than the document image size. 14" prints 14 5/8" 10 " prints 10 3/8" etc. I'm not using borderless printing. Page setup uses a print margin of .21 in. The print dialog box says it's printing at 100%

Is there maybe a setting turned on in the printer driver that overrides Illustrator's settings?

No, the printer says it's printing at 100% And the settings in Ill are all 100% nothing in the settings indicates it will print larger. I realize that a borderless print may print larger but I have page set up with .21 on an all sides

@lanny47 were you able to figure this out yet?
I have an epson 7840, I sometimes will add trim marks to my files because I do create bleeds in some of my files. Not only that, it sound like my bounding box. Also check to see you are changing the scale or fit to page to print is on.

That increase is 4% which is Epson's usual increase for borderless.
Can you show us a screen grab of the paper size you have selected in Page Setup. (You didn't say you created a Custom one).
Also, there are a couple more places you have to check for settings. Even if you areusing a Custom Page size with set margins, and even if you are printing at 100% in Illustrator's Print Dialog, the P700's driver has settings that may conflict with this: particularly:
