illustrator object > expand not working

I don't think you can ever solve this problem.

This problem has been around for a long time and has no solution.

Illustrator is a vector app and cannot expand images

Your file name says .jpg... unless you have some bizarro naming convention for vector art files posing as pixel ones I'm guessing this isn't vector art...

It is not the object to expand but a raster image/ If you want to edit it in Illustrator. you have to use Image Trace option. After tracing you will see an Expand button for images (and it's not the same expand as you see in the menu).

Here is the solution to my problem, the image does not need to be vector. Isn't that what the program is for? 

To make non-vector images and assets vectorial.
