Illustrator pattren fill are not rotating or scaling, seems like it's locked

A few days ago, my illustrator program started having a problem when rotating or scaling a pattern fil from my swatches.
It does not matter if I use a screen grab and put it into swatches or a vector pattern, It makes no difference.
The shape changes, the fill stays in one place.
With and without all the boxes checked?

I have uninstalled and removed all presets, even went so far as to reinstall my illustrator.

I have tripple checked the obvious "scale and rotate object blocks" I've been using Illustrator for as long as it's been around, never seen this. It works on our other machines.
I have no idea how to fix. Please help.

I found a sollution.
It seems like there is a glitch in the new Illustrator update. When all the "scale or rotate fills and strokes" are selected in the "transform panel", you are still not able to transform them.
I noticed that transform toolbox and transform each toolbox are not the same.
I ticked all the boxes in Transform each toolbox.
Now it seems to work

Illustrator ver. 29.6.1
Mac OS 15.5
I have checked other machines last night and found another designer in the office that is experiencing the exact same problem. She has all the latest versions OS and Illustrator.

Why don't you use the Rotate Tool to rotate? (see my previous screenshot)

I tried your way, it would still not work, irrespective of what was ticked. (object/stroke/fill)
There are different ways to get to the rotate or scale tick boxes, but essentially they should all work.
For some reason. Using a different ruit, did the trick for me.

Transform objects and transform patterns should be checked, or Transform Both in the Transform Panel.

Your  "scale or rotate fills and strokes" have nothing to do with transforming patterns.
