Here is what I could find for the most recently updated system requirements https://helpx.adobe.com/illustrator/system-requirements.html

 

If you open the new Creative Cloud desktop app, click on the mortarboard icon for Learn More. It'll open up additional info about Illustrator. In the upper right under Information, it'll tell you if it's compatible with your computer.

The drop-down Arrow > Learn more provides no system requirement information for V23.1

And the updated CC App is apparently unavailable in the US - no link provided to update.

The updated CC app propbably doesn't work on Windows 7. It's quite old. But the whole thing about the CC app (any version) is that it doesn't offer you updates when your system is not supported. So as long as the CC app offers you the update, your system can handle it.

People have already posted the link to the system requirements ...

Okay, that helps. I try to avoid downloading and burdening my (already over-burdened) computer with software that is incompatible.

Still, it would be great if Adobe could reference the App Version number in the system requirements specs, rather than the release year. It currently states October 2018.
