I just want Illustrator to stay maximized the whole time, but any time I try and open a file, it resizes and shows portions of my desktop. It's so annoying.
Is there anything I can do to stop this from happening? I am on Windows 10 using two monitors, if that helps.

Sorry to hear about your experience. Would you mind sharing version of the Adobe Illustrator? Have you tried resetting the preferences of the app?

This has been an issue with Illustrator for a long time. Wish there was a way to "lock" the fullly expanded screen. One work around to to make the smaller window as large as you can make it, so when Illustrator jumps out of full screen mode, it's still almost full screen. That's how I have mine set up. Still annoying, but not as disruptive to my workflow.

This is a long-standing issue on the Windows platform, but I don't see it as much anymore in recent versions. Now, that could be at least partially because I very rarely open files from outside the application (by double-clicking). It should never happen when using File > Open.

This just happened to me after I had a corrupt prefs file (reason unknown).
I have a saved pref file for such events, so your mileage may vary.
Quit Illy.
I deleted the prefs file Illy just created, copied my back up, and renamed it so Illy will see it as the correct prefs file to read ("Adobe Illustrator Prefs") - btw this is in C:\Users\YOU\AppData\Roaming\Adobe\Adobe Illustrator 25 Settings\en_US\x64 folder
Open Illy.
Make application frame and doc to maximized size (or whatever size you want), update (or create) a workspace.
Quit Illy.
Restart Illy.
