my image appears too big when I insert or drop and drag in my Illustrator, so big that it covers my workspace and find it difficult to resize
In Photoshop:
Image > Image size.
Turn off the resampling
Input a resolution.
Opening will give you the same problem, if it is a low res file with many pixels, it will open very big.
If you create a new document and choose File > Place.. it will give you a loaded cursor and you can drag out a size.
Of course you can also scale the large image using the Scale Tool, double click it to set a percentage.
If you want to do it in Photoshop, see Monika's answer.

You could use File > Place instead of drag & drop.
Or set the resolution (ppi) without resampling in Photoshop or apps like Preview before dragging and dropping.
