When I am trying to download illustrator, it says I need to update my system however I am already up to date with updates on my graphics card/drivers and my OS. It keeps poping up and I have the system requirements.

Could you tell us your system version?

What kind of hardware is it?

Some basic troubleshooting steps:
Try signing out of your Creative Cloud account (in the CC Desktop app), reboot the computer and then sign back into the account. Then try to see if Illustrator will install.

If your computer has a support app that looks for driver updates, optimizes the hard disc and gets rid of junk files, try running that as well (if you haven't done so already). Sometimes that can make a difference.

Ultimately the system does need to meet (or somewhat surpass) the minimum hardware requirements for Illustrator. For RAM they still say 8GB is the minimum, but I think 16GB is really the minimum. I wouldn't buy a new computer for graphics production purposes with less than 64GB of RAM. If your computer is running Win10 or Win11 hopefully it's running the Pro version rather than the limited Home version.
