My Windows app that I am developing has .ico and .png and .bmp icons. My app can be upgraded to use .svg files. But that would mean converting all the icons to svg files. What is the least expensive Adobe app that can help me with that task? Is it Illustrator? Or something else?

While Photoshop can export SVGs, I'm not sure if what it does is sufficient for you.
So the answer would probably be Illustrator.
What are you referring to with the "conversion"? Do you want to autotrace your existing pixel artwork?

By converion I mean taking my current icons which are bmp, png, ico and jpg icons and turning them into svg files. I was trying to figure out if Illustrator could help me do that. I have attached a File Explorer screenshot to give you an idea of what I need to do. The shot shows several svg icons, but many more non-svg icons.
