Is there any way to shut off pop-up ads entirely?

This is the same problem with Adobe Acrobat, which I'm sure the teams between Illustrator and Acrobat never ever speak to each-other. In Illustrator, same as Acrobat, there are constant pop-ups calling your attention. Recently a new one for generative AI has been showing. What user research was conducted to decide this?

"As a user, I want to be interupted every few minutes with an ad telling me about another feature."

I realize I am writing this into a void and customer feedback is the last thing Adobe has any interest in, but should it land in someone's inbox, then please try to remember your user base who actually use these tools for delivering work, as a tool, not a social platform where there is an expectation to be bombarded with ads to boost engagement. I'm already paying too much for this, and using it as a tool, I just want to be left alone while I do my work without things prompting my attempt every other minute.

...and no, turning off Show Rich Tooltips does absolutely nothing. These ads completely bipass that settings rule.

If Adobe is going to insist on peppering their software with ads, then make Adobe CC free of charge, or make it $5/month.

Yes, unfortunate turning off the Content Aware features does not help anymore.

Please post your feedback to https://illustrator.uservoice.com because only there the heads count.
