isn't there a simple straight forward way to create an arc in Adobe Illustrator? where i can change the angles when ever i want?

You could make an ellipse and drag the pie handles, then delete the excess, but no, there is no dedicated live arc tool.

There is an Arc tool hidden below the Line segment tool, but it is not live and you cannot change it afterwards.
