when I open a form from photoshop (is in jpg) that in illustrator then in object> image tracer> create. then it becomes completely white in the frame. why is that?

Are you just using the default settings? Illustrator uses a default black and white setting and if the image is mostly light, it could do this. You may need to go through the other settings that are there such as Line, Logo or maybe you want a 6 color image for example. You can get to this by hitting the icon that looks like a little menu and then you will have many options to play with and try and get an image that looks like what you want.
