How do i convert jpg to svg file so that The .svg files must be editable such that I can open the file in a text editor and change the name and number of the individual.

This freelance job isn't about pressing a button (otherwise they would have done it themselves). It's about designing 50 vector images to match the existing useless designs. Also, check whether what Illustrator does is suitable for use with a text editor; you might need a different non-Adobe SVG tool since Adobe don't have text editing as a design aim for their SVG.

SVG is a vector file format JPEG is a compressed image file format. What do you want to do? And for what purpose?
