Key combination doesn't work shift+alt

Key combination doesn't work shift+alt. Separately shift+mouse and alt+mouse works. I have Windows 10. There are no utilities or anything else that could affect this. The situation is the same in Photoshop. The keyboard settings in Illustrator have been changed. Editing - Keyboard shortcut - Program menu - Object - Transform, there are no hotkeys for this command. If I try to fit them there, then only the letters from the keyboard shift, alt, ctrl do not fit. I restarted the programs and rebooted the computer. Nothing helps. What to do?

And what precisely are you using the keys for that they do not work?

I use them for proportional scaling

Smart guides are disabled. I don't know what could be interfering. There is practically nothing installed on the computer. Can you send a screenshot of where exactly to configure the shift + alt combination?

You cannot configure it.

The Alt key is for scaling from the center. Forproportion you only need shift
