My new layers have always been starting at the top, which is fine. All of a sudden my new layers have been starting at the bottom and this is annoying because I have to stop and pull them up to continue. How can I adjust where my new layers go?
Also, what is the meaning of the blue or red vertical line on each layer?

Typically, layer will be added to the bottom when the Command key is pressed. (Ctrl on Windows). Are you pressing a key, or is it stuck?
The color bars represent the color of the layer. When you select an object on the artboard, the bounding box will be in the layer color.

You may also check if the Draw Behind mode is turned on (at the bottom of the main Tools palette).
If that applies, you can turn on the Draw Normal mode.

Thank you both.
This is something I have never seen before using Illustrator and I use 24.3 version. All my projects before have added new layers to the top of the layer panel. With this project about 19 layers down my new layers started going to the bottom of the layer panel and the blue lines you can see in the screenshot became red lines. I wonder if this has something to do with having too many layers but I know I've had lots of layers before with no problem.

Thank you for the screen shot. Although we can't see all of your Layers panel, what we do see is objects on a layer, not multiple layers. Set the drawing mode to normal and the new objects will be at the top of the stacking order on that layer.
