I've read oodles of questions for others, watched tutorials, and I want to pull my hair out. I cannot change the text in a vector file I purchased from 123rf. I thought maybe the designer created a problem with how they created it, because I cannot open any layers. I purchased a similar vector from another designer, same problem. I've tried to use ungroup, but that option is not available to me. I am new to Illustrator, and what little I know, I assumed I could go to the layer in the Layers panel and edit the text. What in the world am I doing wrong?

A lot of RF vectors aren't editable to the degree you'd want to. The artist sometimes merge all the elements together so any elements can't be tinkered with.

As far as editing text is concerned, you have to purchase them, you won't get the font with the artwork.

What happens if you go to Object > Unlock All? Can you then click on the text with the Type tool and edit it?

If not, please share a screen shot with the Layers panel open.

What does it look like when you select outline view...? (Ctrl+Y / Cmd+Y)

If you see all the outlines then there must be a way to unlock, they could be within a mask..? You can release by selecting and hitting Alt+ctrl+7
