Middle-eastern and South-Asian type options not visible in character and paragraph panels

Should the Asian composer features be available in the International English or American English versions of Illustrator as per the following instruction?

Preferences > Type > Show Indic options https://helpx.adobe.com/illustrator/using/arabic-hebrew.html

With Show Indic options activated this is what the panels look like (Illustrator 25.0.1, MacOS Mojave, same issue in 24.0.1). Only the composer option is available, not text direction or digit options etc.:

I was able to access the options by setting the application language to English-Arabic in Creative Cloud, then uninstalling Illustrator and then installing it again as the Arabic version, but since I will only rarely need Middle Eastern & South Asian script options this is not a practical solution. The defaults in the arabic version are unsuitable for the languages I mainly work with.

1. In the Adobe CC desktop application, click on the Account icon on the top right corner to choose "Preferences"

2. In the newly opened Preferences window, click on "Apps" in the left pane

3. From the "Default install language" drop-down menu choose "English يدعم العربية" then click Done button

4. Click on the three ellipses on the far right to Adobe Illustrator to access more Actions

5. Choose "Other versions" from the pop-up menu

6. Select any older Illustrator version to install.

 

This way, you will have the newest Illustrator for your strictly English language jobs, and another older Middle Eastern Illustrator version for multilingual jobs ie. English/Arabic or Arabic only.

Important. When you create a document in the Middle Eastern (ME) version, it is better to keep opening it in the future in the ME version, if you open it in the American English version, your punctuations [!?.,] may appear at the beginning of the line instead of the end of the line.

Thanks, this seems like a fairly functional workaround. 
Even better of course, if the menu option just worked like it does for East Asian scripts.
