Missing the “Toolbars” option at the “Windows” pulldown menu

My “Adobe Master Collection CS6” is missing the “Toolbars” option at the “Windows” pulldown menu (only “Tools” is there).
Also, the ‘three dotes’, at the bottom of the Tools Menu bar do not exist (see attached).

Please advise,

Customisable toolbars were an addition in CC2019, seven versions after CS6.

You could create toolbars in CS6 (and earlier) but they were more of a supplementary thing than a replacement for the main toolbar, and didn't include things like stacking.
