Missing tools

Why is the draw behind/draw inside tool missing from my tool bar?

I think a more likely explanation is that your screenshot is of the InDesign tools panel, which doesn't feature those options.

maybe it was hidden somehow. Edit tools and make sure it is selected in "show"
