Moving Shear Tool
I am following the online tutorial by Adobe. In that tutorial Shear Tool is in dropdown menu. How to bring that tool here?

You are showing the Edit Toolbars (click the 3 dots at the bottom of the toolbar again).
The Shear Tool is under the Scale tool.
