Multiple Layers won't export as pdf or png

I am new to Illustrator so I'm not sure why the 3 layer design I created won't print or export with all the layers. Only the original image layer shows up in the exported pdf. The layer with a background color and text does not show up. I've looked through the forums and tried multiple options with no success. The layer with text is just a dark blue background with repeating white text covering the whole layer.
