No longer able to drag to resize or rotate

I recently noticed I can no longer resize or rotate artwork by selecting it and then dragging a corner.  The arrows that used to appear there no longer display, so I have to resize/rotate via the Transform menu, which is much less convenient.  Is there a box I can check somewhere to bring back the old behavior?  Thanks for any tips.

I'm running v29.1 on Win10 x64.
