Sorry to hear about your experience. Would you mind sharing which version of Illustrator you are installing?
I am afraid Adobe Illustrator CC2020 and CC2019 are not compatible with Windows 8.1.
Please upgrade your OS to install the apps. Please check help article https://helpx.adobe.com/in/illustrator/system-requirements.html for more information.
