Outer Glow not working

I cannot get Outer Glow to work under any circumstances.

I have a simple compound path in its own layer, I am trying to apply Outer Glow, but no matter what color, blend option, setting or placement, the Outer Glow will not display. Not over an artboard, background, or the open workspace.

There are other instances of Outer Glow in the piece that work just fine.

I tried restarting the program and no luck.

What can I do? Thanks.
