Paint Brush Tool prohibited

I am trying to use the paint brush tool on an unlocked, empty layer - but I'm getting a prohitbited symbol (circle with a line through it) when I hover my cursor over the artboard.

There probably aren't any brushes in the brushes panel.

If you don't need a brush, just use the pencil tool instead. Otherwise load brushes from libraries or create your own.
