My paths/objecs are unlocked, ungrouped, and the layer is not locked. I can move and resize the object. But when I use the Shape Builder Tool, it will not allow me to combine it with other shapes (I ensured that I included the shape in my selection).
My only clue is this asterisk in the bounding box anchors. I made the two ellipses being affected at the same time I was making the rest of the shapes I wanted to merge, and as far as I know I didn't do anything different.
The path with the asterisks in the bounding box is a Live Paint group, and does not behave as a regular path would when trying to use it with the Shape Builder Tool. It is entirely possible that you created the Live Paint group accidentally. Select the offending path and go to Object menu > Live Paint > Release and it should behave correctly.

Hi. Are these open paths, or just a small screenshot of the corner of 2 closed paths?
Did you select both objects before trying to use the Shape Builder tool? From this, it looks like you selected one, chose shape builder, so it won't allow you to add the other one to the already existing Shape Builder item? I, personally, need some clarification, before I can make a suggestion. 🙂
