PDF export displays diacritic characters as crossed out squares

When saving file as PDF from Illustrator, the some of the diacritic characters show up as squares. The font is Caveat and is embedded correctly and open license.

 

Tried exporting PDF from InDesign (which I need the graphics from Illustrator to be embedded in) and the text shows up correctly. Only seems to be an Illustrator issue.

 

I don't want to have to create outlines from any of the text.

Try choosing PDFX1-A as the preset and see if the issue persists.

This issue resolved itself a year later - maybe a previous bug.

I'm attaching the settings  below, I've also tried using High Quality Print setting.
