Pen Tool to crop on JPG images is not working

I am trying to make a torn effect on a photo. I have used the pen tool to create a torn path on shapes in Illustrator, and from there I got to object>path>divide object below so I get two halves of a "torn" shape. This always works on shapes I create in Illustrator, but for some reason it will not divide an actual JPG.

 

What am I doing wrong? Is there something special I have to do to JPG's?

 

I have tried restarting the program, using a different computer, and replacing the photo.

You could do it in Photoshop.

However, using Illustrator you could duplicate the JPG image, put a torn shape over each image. To make fitting easier, you could divide the torn effect shape and put one half over one of the JPGs and the other half over the other JPG.

Select one JPG and the path that is on top of it and Object > Clipping Mask > Make. Repeat for the second JPG.

Illustrator can divide vector shapes but not images like JPGs.
