Pencil Symbol with Line Throug It?

Hi,

I have a pencil symbol with an angled line through it that I can't get rid of. How to to get rid of this symbol or cancel its function?

Also, is there a library of symbols somewhere that explains the various symbols I'm seeing?

The symbol indicates that the active layer (on which you're trying to draw) is locked. Click on a different layer in the layer panel.
