I have a FlexPad, and the Active Pen 2 works fine everywhere but Illustrator. It draws inconsistenly, hover draws, and will erase line after I've drawn them. The pencil tool works fine with my mouse. I've installed and uninstalled and added every driver and update suggested, but nothing has fixed the problem.
I was experiencing the same problem, so I played around with some settings and this one ultimately worked for me:
In Windows Settings > Bluetooth & Devices > Pen & Windows Ink - Uncheck "Let me use my pen as a mouse when it's available". This eliminated the lag I was experiencing.

Sorry to hear about this experience. I hope the problem is resolved by now. If not, kindly try turning off Windows Ink as suggested by GianVitulano and check if it helps.
Also, try resetting Illustrator's preferences by following the steps shared in this article (https://helpx.adobe.com/illustrator/kb/troubleshoot-preference-issues.html) and sharing your observations.
Disclaimer: Please note that resetting preferences will remove all custom settings, and Illustrator will launch with the defaults. You may take a backup of these settings from the location mentioned in the article.
