Photo pull partial image and make decal

I'm trying to help my wife, and really have no clue been 20 plus years since using any software like this and looking for a tutorial or guidance.

 

She has a photograph of a vehicle that needs decals replaced, I need to load the photo and cut out or extract the 3 decals, then size them to the correct size to send to the plotter cutter.

 

I can't figure out how to trace the outside cut them out then size them to the dimensions required.

 

I played with photo shop and AI no luck and now time is running out need this done today tomorrow.

 

I have attached the photo to give an idea of the 3 decals on the door I need to extract and size.

So you need to draw decals that fit on this vehicle?

I would perhaps commission someone who knows how to pull that off.

I need to copy the decals from the image and then send to my cutter to cut them yes.

 

Should be simple select the decal cut paste into a new document then size it but AI does not seem to be very simple.

 

The decal is already there so its not a complete design its just cut paste size.

It's a photo, but you want to cut that, so you cannot just copy and paste. You need to trace the artwork. And you want to do that manually in order to get nice shapes. But then also, the photo of the vehicle might be just distorted by the lens enough so that proportions don't match the vehicle anymore. So tracing from the photo won't work anyway.
