Photoshop me bloquea todo para mover objetos en windows e illustrator

Me pasó que photoshop me bloqueó la capacidad de la Biblioteca de windows para mover objetos. Estuve 2 horas buscando solucion. Luego solo cerré photoshop y se solucionó todo.

Does this happen everytime you use this workflow? Can you provide some system information. What setup do you have, what versions of the software, etc. Also if you could provide a video of what is happening would be good. Just more information please.
