Picture Layering

Im trying to put a certain image on top of another but it keeps going behind it, ive tried bringing it to the front and moving it on another layer but none seem to work. Does anyone know how to bring this certain image on top of the other?

Hi there! Can you open your Appearance panel and check if either layer has a blending mode or mask applied?

Double-click on 'contents' in the appearance panel in that second screenshot.

This appears to be a live paint group nested in another group? It has a fill with transparency at some appearance level.
