Placing guides in their own layer in illustrator

9/10/2025 just updated illustrator. This problem described below is a potentially a bug and also for discussion. This is occurring on Windows version of Illustrator.

I used to be able to place guides on their own layer titled "Guides". Then when drawing, I could locate that guide layer below my drawing layer. This placed the guides under my drawing. As of today, the guides in my Guide layer are always on top of my drawing (no matter where I drag my "Guides" layer). This is very distracting.

1. Is this an issue that can be resolved?

2. If so, how can I repair this problem?

    There is no setting to have the guides in the back.

    You can use the shortcut Cmd ; or Ctrl; to show/hide them.
