Most people will usually create their own custom user-defined "CutContour" swatch in Illustrator to define contour cutting paths. They're pretty easy to create; I have one that combines "CutContour" and "Spot1" named colors in the same palette.
Here's a description I wrote in an older thread: Just open the Swatches palette, click the drop-down menu and select "New Swatch". In the "Swatch Name" field type "CutContour" (with no space between the words). Under "Color Type" choose "Spot Color." You can leave the color mode as CMYK, it doesn't matter, but make the color a loud one that will stand out. Most people use a 100% Magenta default. Once created the spot color will be availabe in your Swatches palette. Apply that CutContour spot color to the line stroke of the path you want to use as a cutting path.

To avoid having to create that CutContour Spot everytime you need it, the easiest way is to fill a rectangle with it and drag it to a CC Library.
Whenyou need it in a document, drag it from the CC library to your document.
You don't need to place the object, hitting Escape is enough to add the color to the swatches and delete the object.

Saving the named spot color in a library is another way to do it.
However, when the user creates the CutContour swatch initially it can be saved as an .ASE file. Then the file can be dropped into the appropriate Illustrator program folder, just like what people do with old Pantone color book swatch files.
