Is there a tool or plugin to rotate a polygon path by typing in the values without changing the lengths of its adjacent paths?

You can do that with the Shear tool.

 

Remember to set appropriate reference points.

another way...but perhaps not what you need

 

1. deselect the path

2. click on a Segment with the Direct Selection Tool (White Arrow)

3. now select the Rotation Tool (R) and Alt/Option + Click on one of the Segment's Anchors

4. a Rotation Dialog should pop out, enter the Rotation Angle

5 press OK

Is there a way to always use 0 degrees as the horizontal for the :Shear tool's tilt value? Regardless of the path's tilt before using the command?
