Preferences Read Only error on Adobe Illustrator with Win 10

Good evening everyone I unable to launch adobe illustrator. I have tried some of the reccomendations that i have seen on other articles and still having no success into getting this to work. Here is the error i am getting.

Illustrator is not populating under the AppData folder. At this point i'm thinking of reinstalling windows.
