I wish to know is there any way to prevent the movement of a layer? I do not want to lock it, because you cannot work on the layer.

What can be moved are unlocked objects on the Layer (if you use the normal term, rather than Photoshop speak where everything new is a layer); and you can only prevent their moving by temporary locking, then unlock each when you wish to work on it.
You cannot work on an object without also being able to move it (which is also a kind of working on it).
Usually I lock separate object. That is workaround for me.
You cannot "move" a layer!
You can only move objects/elements/paths that are on a layer.
You can lock individual paths.
You can lock groups or nested groups and so on.
You can lock sublayers.
You can lock layers.
Why don't you create a new layer under your layer "Layer 1" and move your blue rectangle to this new layer? Then you can either lock the blue rectangle - or the whole newly created layer. Then all other objects on your original layer are freely editable and movable, but not the blue
